Progressive Community Services

PCS was founded in 1979 and, since then, has been blazing a trail
for people with developmental disabilities in Buchanan County.

In the beginning…

In 1969, the 75th General Assembly enabled Senate Bill 40 legislation which authorized any county, subject to a simple majority of the voters, to levy up to a $0.20 per $100 valuation property tax to support the developmentally disabled. These County Boards or Senate Bill (SB) 40 Boards are formed to distribute these tax levies to benefit those with developmental disabilities.

Prior to a Senate Bill 40 board being established in Buchanan County, Katy Pitts (pictured), a local trailblazer, spearheaded the Committee for Developmentally Disabled Citizens. Like many parents, she wanted something more for her son – for him to live and work in our community and not in an institution.

Due in large part to her efforts, on November 1, 1978 Buchanan County citizens went to the polls and approved the tax levy. In January 1979, nine board members were sworn in to the Buchanan County Progressive Board for the Developmentally Disabled, now known as Progressive Community Services, with Katy serving as a member of the board until 1994.

Today…

40 plus years later, Progressive Community Services remains committed to the same basic ideals that people with developmental disabilities and their families have always advocated for and supported. There are now tools available that assist people in making their own decisions in all areas of life.

Through Support Coordination, Family Navigation, HUD housing, a partnership with community organizations and businesses, we continue to support people through all life stages.

Person-centered support means that our starting and ending point is always how to help a person with a developmental disability live the life they choose to live. Our focus is on supporting people to achieve personal goals and dreams and work in tandem with family members and others that are important in their lives. This approach asks them about personal preferences, goals and dreams and celebrates all of life’s possibilities.
